ميس مرفت (ميرڤت) Ms. Mervat

The three-dotted "ف" in Arabic is called ڤ ‎ (v) or ve. It is an additional Arabic letter that is sometimes used to write foreign names and loanwords with the sound /v/. It is derived from the Arabic letter fāʾ ( ف) with two additional dots. Similarly the three dotted (چ) and (ج), etc . These are called special characters. It is inserted, the first letter (ڤ/sounding v), by pressing the key ALT then typing 1704 on the numerical keypad or Fn key and the same number if you do not have ALT key, using laptops etc. Depending on the word processor, the type of Arabic keyboard installed, Arabic pack, or in short language input tools in use. For instance, (Novi) is transliterated (نوڤي) not (نوفي), same applies to names such as (Victoria)..... , etcetera.As a general rule of a thumb when doing transliteration of foriegn names you can check the IPA chart for that name in the same language.
